Senior Program Officer Prevention Care And Treatment

SENIOR PROGRAM OFFICER PREVENTION CARE AND TREATMENT

Full Time

DEPARTMENT: Prevention Care and Treatment (PCT)

JOB LOCATION: Central Office, Abuja.

RESPONSIBILITIES:

  • Performance review through program and data analysis with immediate feedback to appropriate staff of the department for prompt follow up.
  • Collaboration with PCT and Strategic Information department to address identified challenges.
  • Program quarterly, semi-annual and annual report writing.
  • Writing continuation applications and grant proposals.
  • Abstract and manuscript writing of program implementation.
  • Providing technical support for multidisciplinary HIV/AIDS care and treatment, working clinicians and health facility-based site teams to implement care and treatment services especially in adult antiretroviral treatment.
  • Actualizing various strategies at the national to facility-level according to the program component area.
  • Executing component area strategies through mentoring, supervision and technical assistance to local partner’s in-country.
  • Participating in United State Government, Federal Ministry of Health, and other external partner technical meetings, as assigned.
  • Attending technical, expanded leads, program area, departmental and regional meetings.
  • Providing feedback, progress update, performance achievement, and analysis as required.
  • Meeting project management, financial reporting, and program area performance measurement requirements.
  • Providing capacity building, mentoring and hands-on supervision of doctors, pharmacist, laboratory scientists & nurses on HIV Counseling and Testing, care and treatment.
  • Attending and making presentations at scientific meetings.
  • Reporting all activities to the Director/Head, Prevention Care and Treatment Department.
  • Adhering and abiding by the ethics and code of conduct of the Institute.
  • Carrying out any other duties/ assignments as directed by the Director Clinical Services department.

QUALIFICATION:

Education: A University degree in Medicine with an MPH or related Master’s degree.

Skills and Abilities:

  • Strong program narrative report writing and grant proposal writing skills.
  • Proficiency with data analysis including use of RStudio and other data analysis software is a requirement.
  • Familiarity with PEPFAR electronic reporting platforms like NMRS and NDR.
  • Good communication (oral and written) and facilitation skills with proficiency in the computer programming – Word processing, spreadsheet, presentation skills are required.
  • Ability/capacity to develop and design TBHIV, care and treatment strategic plan.
  • High quality narrative report writing and understanding of project management principles.
  • Good inter and intrapersonal communication skills.
  • Goal oriented with ability to work under pressure to meet organizational targets/goals.

Prior Work Experience: A minimum of 5 – 7 years professional level experience managing public health and health delivery with emphasis on HIV care and treatment. She/he must have experience working with PEPFAR funded care and treatment program. Demonstrated experience in data analysis and grant writing and in the design, implementation, and management of care and treatment programs.

Language Proficiency: English language (high proficiency in verbal and written expression).

Job Knowledge: Familiarity with the broad range of data analysis applications/software, manuscript and grant writing and TBHIV, care and treatment issues. Understanding of the major issues affecting HIV care and treatment with in-depth knowledge of the implementation of care and treatment programs in Nigeria.

Director of Strategic Information (DSI) TB LON 3

The Institute of Human Virology (IHVN) is a leading and reputable indigenous non-governmental organization implementing a comprehensive family-focused HIV/AIDS prevention, care, and treatment program in partnership with local and international organizations and the different tiers of the Government of Nigeria at national, state, local and site levels.

To support the Institute’s drive to detect and treat tuberculosis (TB) in the country, IHVN is sourcing for a suitably qualified dynamic candidate to fill the position for the DIRECTOR OF STRATEGIC INFORMATION (DSI) TB LON 3

The Director of Strategic Information (DSI) will be the lead technical expert responsible for all Strategic Information aspects of the activity, including monitoring, evaluation, analytics, and reporting of performance and results of the project. S/he will lead efforts to ensure accurate and timely performance reporting for the activities in the project. Promote health system strengthening activities at all levels. Collaborate with the Government of Nigeria agencies to conduct monitoring, evaluation, and learning activities.

MINIMUM QUALIFICATIONS

Education/Experience: 

  • A minimum of a Master’s Degree in public health, epidemiology, monitoring & evaluation, demography, biostatistics, statistics, analytics, or a related field is required.
  • At least eight (8) years of experience in programs designing, establishing, and managing M&E systems, ensuring data quality, and managing data-intensive, performance-based programs.
  • Experience with the USAID and Global Funds Strategic Information system highly desirable.

Knowledge, Skills, and Abilities:

  • The DSI will have a working knowledge of Nigeria’s health service information systems and M&E processes as it relates to data collection for performance-based reporting, with understanding, experience and competency in working with community-led organizations.
  • The DSI will be skilled in the development and use of data/data analytics to aid program decision making, with demonstrated ability to perform robust data extraction from internal and external information systems.
  • S/he will have the ability to perform complex data analytics utilizing Microsoft Excel, STATA, and/or Business Intelligence tools, making recommendations based on findings.
  • S/he will be able to portray complex data sets in easy to understand formats/visualizations.
  • Proficiency in the use of Tableau, Power BI, and Think-Cell.
  • S/he will have knowledge and working experience in the use of mapping and other similar tools (including computer software programs) to target program interventions and resources.
  • Excellent written and oral communication skills in English.
  • Knowledge of USG funded monitoring and evaluation programmes.
  • Flexibility, willing to travel and work during weekends.

DUTIES AND RESPONSIBILITIES:

The DSI will:

  • Oversee all Strategic Information (SI) activities for the grant across supported States.
  • Support community organizations to monitor, document and analyze the performance of their TB services and activities and ensure data quality.
  • Liaise with relevant technical advisers and counterparts responsible for state and LGA level SI function
  • Ensure monitoring, evaluation and coordination with national data systems.
  • Provide technical guidance to state team on monitoring, evaluation and learning processes including the development of performance indicators, setting annual targets, monitoring project progress against annual targets, ensuring timely data collection, generating quarterly and annual reports.
  • Participate in health system strengthening activities.
  • Oversee the development and periodic review of program reporting protocols.
  • Develop indicator matrices in line with indicator requirements for the project.
  • Oversee the generation of all program reports including USAID quarterly, Semi-annual and Annual progress reports.
  • Oversee the development of performance monitoring plans for the project.
  • Ensure the institutionalization of data demand and use within the state program through the use of gap analyses, run charts and site fact sheets
  • Represent the organization at meetings with funders, Government of Nigeria(GON) and other stakeholders on M&E related matters.

Job Purpose

The ideal candidate will analyse IRCE datasets and contribute to the statistical analyses sections of scientific manuscripts. S/he should be able to deliver oral presentations to various audiences, to produce a variety of written communications products in a clear, concise style. The Statistician also ensures that project outputs maintain high-quality standards and that reports are clear, objective and based on comprehensive data.

S/he will ensure that all output produced meets required standards and complies with the relevant mandates while demonstrating professional competence, and mastery of data analysis concepts and methodologies.

The ideal candidate should be self-motivated, professional, conscientious and efficient in meeting commitments, observing deadlines and achieving results; be capable of managing the work load and prioritizing tasks in a fast-paced research-focused environment.

The statistician will lead the data management unit at IRCE.

Duties and Responsibilities

The duties of the Statistician include, but are not limited to the following:

  • Data analyses for scientific manuscripts
  • Developing statistical analysis plans for grant submissions and new research projects including sample size and power calculations
  • Database development, review and maintenance
  • Statistical computing and modeling, interpretation and discussion of results with research teams.
  • Audit data quality of ongoing IRCE research projects, creation of publication-ready graphs and tables, documentation of data and analyses, interpretation of data.
  • Work with research team to draft the methods and results sections of peer-reviewed papers and reports.
  • Provide guidance on statistical considerations in IRCE’s ongoing research activities.
  • Keep abreast of new data analyses tools, statistical methodologies and software upgrades.
  • Participate in the preparation of statistical outputs and graphs for IRCE’s scientific manuscripts, publications and press releases.

 Working Conditions

The successful applicant will be hired on an initial 6 months trial period which can be terminated if performance and fit for job is deemed unsatisfactory. If 6 months trial period is satisfactory, successful applicant will be retained on contract, renewable every 12 months.

Job purpose:

The Research Data Manager will be responsible for the coordination of study data collection and collation, research database management and data analysis and reporting. The Data Manager will work to provide comprehensive and high quality research data management services. He/She will work with the Data Curation Committee to ensure an effective archiving of data for long term preservation, and maximizing deposit of data in the data repository.

Duties and responsibilities

The duties of the Data Manager include, but are not limited to the following:

  • Design research database platforms for relevant new studies at IRCE and manage the study databases of existing studies.
  • Work as part of the IRCE research team contributing to the data management plans of grant applications.
  • Ensure incoming data from study sites is collected and entered into study database in a timely manner.
  • Perform routine data quality checks, data gap analyses, and regular data backup.
  • Prepare scheduled and adhoc data reports as requested by the Principal Investigator.
  • Work to provide interventions for researchers on specific projects while supporting the creation of data management plans, adhering to funding body requirements and promoting the deposit of data in the IRCE data repository.
  • Attend training sessions and study meetings as required.
  • Train research staff on proper use of data collection tools and data analyses methods.
  • Research database management.
  • Quantitative and Qualitative data coding and analysis.
  • Archiving and storage of all data files.
  • Keep up-to-date with developments in research data management, establish future requirements and make recommendations to improve and develop the data services offered by IRCE.
