Brief About Precious Okafor

Biography

Precious Okafor is an experienced and professional Grant Management Specialist with more than 13 years’ experience in grants, compliance, and procurement management. She is a Chartered Accountant with strong analytical, project management and organizational skills. She is highly effective with proven ability to deliver and successfully manage grants in line with donor requirements and organization policies and procedures. She joined the Institute of Human Virology, Nigeria (IHVN) in January 2024 as the Assistant Director, Grants and Contracts.

Before joining IHVN, Precious led and worked in Grants, Contracts, and Procurement departments with different implementation partners like Creative Associates International, Chemonics International, Management Sciences for Health, and Winrock International.

She creatively leads the problem-solving activities of the grants and contracts department and the development of team goals including the strategy for successful implementation. She oversees the administrative management and compliance of prime awards, associated sub-awards, and various contractual tools for procuring professional services and maintaining well-balanced and written contractual mechanisms. She works closely with key Program, Compliance, Human Resources, and Finance staff, to ensure legal and policy compliance for service delivery, and quality assurance in all processes.

Mrs. Okafor oversees the project grants management process from pre-award to close out. She ensures full compliance with donor rules and regulations and organization corporate policies. Her duties also include supervising grants staff across the organization/projects as well as training and guidance on grants management policies, procedures, and practices. She also handles mentoring support to grantees to improve their grants management and organization capacity for improved performance.

She manages the preparation and submission of proposals for Notice of Funding Opportunities (NOFOs) and new awards. Precious also serves as the organization/project “go-to” for grant-related issues from donors, headquarters, and field offices, while overseeing the production of periodic reports on grant activities, awards, and management.

Precious is married with children.
