Program Assistant, (PA SI) TIFA, TB-LON 3

The TB-LON 3 Project is a USAID-funded Award that is a revolutionary program working with communities, facilities, and relevant State and National structures to improve access to TB case finding, diagnosis, treatment, and notification in Lagos, Ogun, Osun, and Oyo States; as well as increase domestic financing for TB and strengthen surveillance and integrated reporting across four result areas:

  1. Improved access to high-quality, person-centered TB treatment, DR-TB, and TB/HIV services for a cumulative number of at least 106,576 persons for the life of the activity
  2. Strengthened systems and structures for TB detection, treatment, and notification with TB service delivery platforms strengthened
  3. TB disease transmission and progression reduced
  4. TB research and innovations accelerated with improved impact on program implementation.

The TB-LON 3 Award is implemented by a consortium with the Institute of Human Virology Nigeria (IHVN) as the Prime Recipient, the Society for Family Health as the Sub-Recipient, and other Implementing Entities. USAID recently approved a grant to scale up Contact Investigation activities in 4 States.

Job Summary:

He/she will support the implementation of Contact Investigation (CI) Strategic Information activities in the 4 states to ensure program targets are met.  Implement and ensure data quality and best practices in data collection, data management, and data reporting at different levels. Ensure the use of standard tools and indicators required for Contact Investigation (CI) activities. Promote health system strengthening activities at all levels. Collaborate with the Government of Nigeria agencies to conduct monitoring and evaluation activities.

Roles and responsibilities:

  • Ensure completeness, correctness, and consistency of Contact Investigation (CI) data reported from the basic management unit to the next levels;
  • Ensure complete and consistent reporting on all electronic platforms used in TB-LON3 and the National Electronic Tuberculosis Information Management Systems (NETIMS);
  • Assist in the maintenance and support of all electronic platforms used to document project Contact Investigation (CI) activities;
  • Ensure compliance of Contact Tracers to reporting timelines and reporting lines;
  • Ensure the availability and utilization of standardized Contact Investigation (CI) monitoring and evaluation indicators and tools for consistency in measurement;
  • Monitor Contact Investigation (CI) data processes from the collection, collation, analysis, reporting, and use.
  • Participate in site monitoring, supervision, and mentoring; Data Quality Assessment (DQA);
  • Assist in generating regular gap analysis to show Contact Investigation (CI) activities progress towards achieving set targets;
  • Participate in periodic data quality assessments at supported facilities and generate reports;
  • Managing a database of index patients’ information data and index contacts list for the 4 states;
  • Perform other duties as assigned by IHVN Management.

Minimum Requirements:

  • A University Degree in any of the following or related fields: Medicine, Pharmacy, natural and social sciences, statistics, and epidemiology.
  • Minimum of 1-year working experience in a relevant field.
  • Experience in data collection, processing, and use.
  • Experience with Tuberculosis and HIV/AIDS programs or related health service programs.
  • Experience with the USAID Strategic Information system is highly desirable.

JOB DESCRIPTION:

  • Interpret funding/ application guidelines: RFA, RFQ, FOA, NOFO.
  • Meet with relevant stakeholders towards full participation in writing grant proposals, response to RFPs/FOAs, and completing application forms in the Grants.gov and ASSIST applications.
  • Prepare LOAs and MOUs for partners’/Treatment sites and stakeholders and reviewing contract sub-awards/ subcontracts, including the scope of work, budget, modifications, prior award expenditures, extensions, Addenda to MOU/LOA/Agreement.
  • Prepare and review of Sub-partner financial submissions for conformity with funding guidelines.

Job Summary:

The Program Officer Pharmacy will be responsible for monitoring and reporting the effectiveness and any adverse/side effects of pharmaceutical products, as well as overseeing the logistics of medicines and commodities.  S/he will ensure the deployment of a robust logistics management information system to aid availability of medicines and commodities and prompt reporting.

Responsibilities:

  • Facilitate the availability of government supplied TB medicines and commodities in the private sector;
  • Provide technical support to TB PPM Providers for the logistics management of anti-TB commodities in all IHVN-supported States;
  • Monitor drug distribution to facilities by the third party logistics (3PL) agent;
  • Build the capacity of Intermediary Organization (IO) network officers on Logistics Management Information System (LMIS);
  • Conduct supportive supervision and provide on-the-job mentoring to TB PPM Providers on timely and accurate generation, collation and submission of logistics reports to ensure uninterrupted supply of drugs and commodities;
  • Conduct data verification, validation and logistics data quality assessments (DQAs) using standard checklists;
  • Generate project logistics reports and tracking of project M&E indicators, including stock status, commodities storage condition, logistics activities and warehousing maintenance and other monthly/bi-monthly/quarterly and supportive supervision reports;
  • Enhance collaboration between public and private TB Stakeholders by coordinating the TB state stakeholders in  logistics mentoring and supportive supervision to the supported facilities;
  • Train and mentor facility Focal Persons on adherence counseling skills/techniques;
  • Build capacity of facility staff to be able to detect, assess, understand, prevent and report Adverse Drug Reactions or any drug related problem, as well as proper documentation and completion of the NAFDAC ‘yellow form’ for any ADR encountered for submission to NAFDAC/ NTBLCP;
  • Develop and maintain a logistics information database for all TB PPM Providers;
  • Attend program review meetings for  giving and receiving feedback during network meetings on a monthly basis;
  • Other duties assigned by the Regional Pharmacist and Technical Director PPM

Minimum Requirements:   

  • A University degree in Pharmacy; a master’s degree will be an added advantage
  • Minimum of 3 years working experience in Pharmaceutical care and logistics
  • Proficiency in the use and management of electronic logistics management tools and database
  • Experience in TB program or related health service program implementation in Nigeria, especially in the private sector
  • Experience working in large scale donor-funded projects, particularly USAID is required
  • A good understanding of the National TB Program logistics management information system.

Job Duties and Responsibilities:

  • Gently communicate with vulnerable patients about the pathogenesis of human papillomavirus (HPV), the risk of contracting anal cancer, and the options for prevention and treatment discussing the procedure.
  • Assess patients for anal cancer by conducting procedures of anal swabbing, digital anal rectal examination, and cytology, and high-resolution anoscopy (HRA)-directed biopsy sampling.
  • Document case in logbook on RedCap including notes about the procedure and impressions.
  • Communicate histological findings as well as discuss the treatment plan, implications of HSIL diagnosis and the procedure before treatment.
  • Treat patients for precancerous lesions using hyfrecation/electrocautery for ablation of HSIL. Prescribe medications as indicated.
  • Evaluate treatment progress, assess health and well-being of the patient, and document findings.
  • Refer patients for further care for any dysplasia that cannot be addressed at the clinic level and any suspected cases of cancer.
  • Encourage participants to return for annual anal cancer screening.
  • Engage with the study and implementation science teams to improve the development of the program.

Minimum Qualifications:

  • Must possess a degree in Medical Sciences (MBBS or equivalent). Post graduate qualification/Masters level training in Public Health or Epidemiology is an advantage.
  • Must be registered with the Medical and Dental Council of Nigeria, and possess a current medical practicing license
  • Must have at least 2 years’ experience with HIV clinical care and training.
  • Previous experience in HIV-related, implementation science, or cancer research is an advantage.

Job Duties and Responsibilities:

  • Routinely take the stock level of screening reagents and consumables needed and work with site manager to update the store data page on the REDCap and procure needed materials in advance of patient visits.
  • Develop positive rapport with patients by engaging in open dialogue to put them at ease during the procedure.
  • Prepare patients for treatment and assist the study physician with the timing, screening and treatment procedures, and labelling of samples.
  • Document cases in the logbook on RedCap including notes about the procedure and impressions.
  • Oversee transport of biopsies and swabs to the laboratory.
  • Follow up with the patient after treatment to assess health and well-being.
  • Escort the client after screening to the next unit of contact.
  • Engage with the study and implementation science teams to improve the development of the program.
  • Participate in weekly and biweekly IMPACT Local and International meetings respectively.

Minimum Qualifications:

  • Must possess a Bachelor of Nursing Sciences (BNSc). Post graduate qualification/Masters level training in Public Health or Epidemiology is an advantage.
  • Must be registered with the Nursing & Midwifery Council of Nigeria.
  • At least 1 year experience with HIV clinical care and training.
  • Previous experience in HIV-related, implementation science, or cancer research is an advantage.
