Program Manager Childhood and Drug Resistant Tuberculosis (PM CTB/DRTB)

The TB-LON 3 Project is a USAID-funded Award that is a revolutionary program working with communities, facilities and relevant State and National structures to improve access to TB case finding, diagnosis, treatment and notification in Lagos, Ogun, Osun and Oyo States; as well as increase domestic financing for TB and strengthen surveillance and integrated reporting.

The TB-LON 3 Project is implemented by a consortium with Institute of Human Virology Nigeria as the Prime Recipient, Society for Family Health as the Sub-Recipient and other Implementing Entities. 

ii: Description and objectives

Under the supervision of the Director Technical Programs, the Program Manager Childhood and Drug Resistant Tuberculosis (PM, CTB/DRTB) for the USAID TB-LON 3 project will be responsible for the technical content of CTB/DRTB service delivery across the continuum of clinical and community care, from case finding to cure. She/He will provide technical expertise in high-impact CTB/DRTB interventions and their integration into established service delivery systems within public and private sector health service providers. She/He will lead the day-to-day implementation of CTB/DRTB activities for the Project, design and guide interventions, develop key technical partnerships, oversee and conduct technical trainings, represent the project in technical meetings and ensure documentation and dissemination of CTB/DRTB best practices from the Project

iii. Responsibilities

  • Develop/adapt the technical content of CTB/DRTB service delivery, encompassing the continuum of clinical and community TB care as well as capacity building tools, guidelines, SOPs and other policy documents.
  • Provide technical support, including capacity building to State TB Program Staff and existing Project staff in improving MDR/XDR-TB case detection and management
  • Coordinate and monitor the progress of programmatic Management of Drug-resistant TB including but not limited to active case finding, contact management, TB/HIV, TB infection control, patient support, TB logistics management, treatment response monitoring and monthly program reviews through MDR-TB Concilium of expert review.
  • Support the expert DR-TB committees and TB technical strategic working group meetings to address policy, technical and programmatic gaps in MDR-TB diagnosis, treatment and infection control.
  • Coordinate the cascade of care for CTB/DRTB, including Prevention services, Case finding interventions, Quality Diagnostic services and Case holding, Referrals and Linkage support services.
  • Develop innovative strategies and activities for improving the impact of TB-LON 3 CTB/DRTB activities.
  • Coordinate with the NTBLCP, STBLCPs and other stakeholders to determine all capacity building needs for CTB/DRTB and identify suitable opportunities to deploy appropriate resources to meet these needs.
  • Work in close collaboration with the FMOH, SMOH, NTBLCP, STBLCP, USAID and other stakeholders on the identification of technical assistance required to achieve the expected outcomes for CTB/DRTB for the TB-LON 3 Project as a whole and for specific State targets as well.
  • Provide mentoring and supervision to the CTB/DRTB activities of the TB-LON 3 State Teams.
  • Prepare, update, analyze and interpret the CTB/DRTB care cascade and performance data on a daily, weekly, monthly basis, and as required; troubleshoot solutions for improving the quality of care and achievement of project targets and objectives for CTB/DRTB.
  • Keep the Project Leadership informed of progress, constraints, and other issues on regular basis, and assist with the identification of appropriate responses
  • Coordinate development of training curricula, standards operating procedures (SOPs) and oversee trainings on CTB/DRTB
  • Represent IHVN in presenting periodic reports to USAID and other key stakeholders through meetings, conferences, etc.
  • Produce weekly and monthly project updates and reports, as well as monthly activity plans for CTB/DRTB.
  • Champion and facilitate the course of achievement of program targets at the TB-LON 3 country office.
  • Any other function that may be assigned by the COP and IHVN Executive Management

 iv. Required competencies.

a. Core requirements

  1. Excellent personal communication skills in written and verbal English Strong verbal and written communication skills
  2. Advanced computer usage skills with proficiency in Ms. Word, excel and power point.
  3. Ability to work independently and deliver quality work on time.
  4. Good interpersonal skills and ability to work effectively in a team.
  5. High impact influencing and persuasive skills, and able to represent the organization to donors and other stakeholders
  6. Fundamental skills in project planning, implementation, and monitoring
  7. Experience in building capacity at individual and organizational levels.
  8. Demonstrate knowledge of CTB/DRTB guidelines and policies.

b. Education and experience

  1. Academic training: Should possess an M.B.B.S with an MPH degree or other relevant Public Health disciplines related qualifications
  2. Experience:
  3. At least 7 years’ experience working with TB programs at various levels.
  4. At least 5 years’ experience implementing CTB/DRTB activities.

Job Duties and Responsibilities:

  • Explain the purpose and nature of the study to new participants interested in joining the study.
  • Assess participants’ understanding of the study including the nature of visits and samples to be collected.
  • Answer participants’ questions and obtain written informed consent for participation in the study. For Hausa speakers who do not understand English, translate the study informed consent.
  • Enroll eligible clients into the study using study tablet.
  • Virtual communication with client for enrollment booking, and schedule study visits.

RESPONSIBILITIES

  • Provide programmatic and technical oversight to Regional/State Enhanced Sites Management teams across prioritized indicators of the ART cascade in line with PEPFAR and GoN guidelines.
  • Ensure review of Regional/State ESM reports and provision of feedback.
  • Ensure weekly program-wide data review for cascade losses and provision of feedback to site-based and regional technical teams, departments, Program Coordinating Unit, and IHVN Program Management Team. 
  • Ensure that required reports (Program, M&E, Finance, logistics, etc.) are prepared and submitted to the funder within the expected time frame.
  • Provide guidance, review, and harmonization of departmental/state work plans and facilitate implementation and reporting.

  • Support program area leads to develop program monitoring templates and ensure proper utilization and reporting.
  • Proactively analyze and identify choke points in program implementation and facilitate quick resolution by relevant departments.

QUALIFICATIONS

  • MBBS Degree or any health-related degree.
  • Master’s Degree is compulsory.
  • Candidate should have at least 8 years of working experience  with 5 years in the HIV program
  • Candidate must have good data analysis and grant writing skills.
